
The new coalition Government is launching an accelerated programme of public sector spending cuts. Financial pressure and the impact of policies in favour of the development of diversified local markets for service provision and collaborative planning and commissioning of services will lead to significant numbers of restructurings and mergers in the local public sector. But the particular set of skills and personal attributes required of managers of such complex programmes of whole-organisational change is relatively rare in the public sector.
This short paper argues that a sophisticated and comprehensive assessment process is an essential aid to public sector organisations as they look to identify, attract and retain skilled managers of transition and organisational change.
